What owners of older Toorak homes should know about their plumbing

Most homes in Toorak were plumbed before the 1970s, which means what runs under your floor is usually a mix of galvanised steel supply, old clay sewer, and copper joined with lead solder. None of that is a crisis on its own. It fails in slow, predictable ways, and once you know what you have you can plan around it instead of waiting for a burst on a Sunday night. This is a plain guide to what older Toorak homes have under the floor, what tends to go first, what the warning signs mean, and what the Stonnington heritage overlay does and does not let you touch.

How to tell how old your plumbing actually is

The build date on the title is a starting point, not an answer. Most Toorak homes have been re-plumbed in stages over a century, so several materials usually sit in the walls at once. This rough timeline tells you which era a run of pipe belongs to:

  • Galvanised steel supply: standard until the 1950s to 60s. Silver-grey, magnetic, threaded at the joints. Rusts from the inside out.
  • Copper supply: from the 1950s onward. Dull brown or green on the outside, joined with solder.
  • Lead solder on copper joints: used until 1989. You cannot see it, but any copper plumbed before then may have it.
  • PEX, the flexible plastic supply line: 2000s renovations onward.
  • Clay sewer: standard until the early 1970s. PVC sewer from the mid-70s on.

If your home went up before 1970 and has had no documented plumbing work since, assume galvanised supply and clay sewer until proven otherwise.

What is under the floor of older Toorak homes

Toorak's housing falls into three rough eras, each leaving a different plumbing legacy.

Victorian mansions, built roughly 1880 to 1900

The grandest homes south of Toorak Road and on the streets between Glenferrie Road and the Yarra. Original plumbing was minimal: a servants' wing tap, a single upstairs bathroom, an external WC. Every fixture you have today is the result of staged upgrades over 130 years. What you typically inherit:

  • A galvanised steel water main from the meter, often over 100 years old, with copper added in the 1950s to 70s and PEX added during 2000s renovations.
  • Cast iron sewer stacks inside the house, transitioning to older clay sewer line in the yard.
  • Several generations of brass fittings, some period-spec and now well past serviceable life.
  • Lead supply pipe on a small number of pre-1900 homes, sometimes still live on a laundry or outside-tap circuit.

Edwardian and Federation, roughly 1900 to 1920

Single-storey and double-fronted homes through the centre and east of Toorak. Original plumbing was more substantial than Victorian: an internal bathroom with bath, basin and WC, and a working kitchen with hot water from a wood-fired or gas chip heater. The supply was galvanised through to the 1950s and 60s, then progressively replaced with copper.

Interwar and older, roughly 1920 to 1960

Smaller homes added between the mansions on subdivided lots. Plumbing here is typically copper supply with a cast iron sewer, and a handful were upgraded to PVC sewer in the 1980s. Closer to modern construction in how it fails, but the supply lines are still 60-plus years old and near the end of their life on flow rate.

The warning signs, and what each one means

These are the symptoms older Toorak homes present with, and what is usually behind them.

Low pressure at upstairs showers and top-floor taps

The most common presenting symptom on Toorak's older two-storey homes. Galvanised mains rust from the inside out, and the rust narrows the pipe's effective bore over decades. By the time the main is down to about half its original bore, upstairs flow is poor and the hot water unit takes noticeably longer to recover.

Rust-coloured water for the first 20 seconds after standing overnight

Same root cause as the pressure drop: internal corrosion of the galvanised main shedding into the water that has stood in the pipe overnight. Run the cold tap for 20 to 30 seconds before drinking. If the colour persists past 30 seconds, the corrosion is past the meter and into the house pipework too.

Slow drains and the occasional sewer smell

Usually root incursion into an older clay sewer line. The line still drains in dry weather; heavy rain combined with peak household use tips it over. A CCTV survey is the quickest way to catch root infiltration before the line blocks completely, and it tells you the pipe material and joint condition at the same time.

What to fix first, and what can wait

If you have just bought an older Toorak home and cannot do everything at once, this is the rough order of priority.

  1. Sewer line, if it is already partly blocking. Full blockages create immediate damage, overflowing into the yard or, worst case, into the house, and they are the most expensive scenario to deal with if left until failure.
  2. Water main, if pressure has dropped noticeably. Galvanised mains do not fail dramatically, they fail slowly. Once low pressure is a daily annoyance, replacement is the only practical fix.
  3. Gas appliances at or past 12 to 15 years. Hot water units and gas heaters at the end of their life are a carbon monoxide risk if the natural-draught flue is degrading. Annual carbon monoxide testing is the sensible interim step while you plan replacement.
  4. Lead supply pipe, if any is still live. On the rare pre-1900 home where a lead line is still on the supply circuit, replace it regardless of test results. It leaches lead into drinking water.
  5. Internal copper repairs. Washer wear and weeping soldered joints are cheap to address on a rolling basis as they appear.

What the Stonnington heritage overlay does and does not restrict

Toorak sits within the City of Stonnington, and large parts of central and southern Toorak are covered by Stonnington's heritage overlay. The overlay restricts external alterations and visible work. It does not generally restrict plumbing that is internal or hidden:

  • Replacing the sewer line: no overlay permit needed. A trench across the footpath or nature strip is council-permitted, but that is a separate process from the overlay.
  • Replacing the water main: the same. Internal supply work and the buried line are not visible work.
  • Bathroom and kitchen renovations: internal, so not affected by the overlay.
  • External hot water unit replacement: if the new unit changes the look of an overlay-listed elevation, council approval may be needed. Most like-for-like swaps in the same location are fine.
  • External taps, gas meter relocations, visible vent terminations: these can need an overlay permit depending on the property's specific heritage schedule.

Where the work touches a visible element, it is worth speaking to the Stonnington planning officer before anything starts, so the overlay approval and the plumbing run in step rather than one holding up the other.

Lead pipe and lead-soldered joints: what to check in a pre-1989 home

Lead solder was used on copper plumbing joints in Australia until 1989. A home built or plumbed before then may have lead on every soldered joint. Lead leaches into water that sits in the pipework for hours, so the risk is highest for water that has been static overnight, for cooking water, and especially for infant formula. For a pre-1989 Toorak home, the practical steps are:

  1. Test the water. A lab water test is inexpensive and gives a definitive lead result. Take the sample first thing in the morning, before running any water, so you capture what has sat in the pipes overnight. That is the worst case.
  2. If lead reads above 0.01 mg/L, the threshold in the Australian Drinking Water Guidelines, the safest options are to replace the affected pipe sections, or to flush the line for 30 seconds before drawing water for drinking or cooking.
  3. If you are renovating anyway, opening the walls is the right time to remove lead-soldered joints from the kitchen and main bathroom supply.

Pure lead supply pipe, rather than lead solder on copper, is rare in Australian homes, but it does still exist in a few pre-1900 Toorak homes that have never had plumbing replacement work. Lead pipe should be removed regardless of test results. It is not safe at any usage pattern.

What actually drives the cost

The single biggest variable on older-home plumbing is not the pipe, it is access. A water main replaced under a clear side passage is a straightforward job. The same main under a planted garden with a stone retaining wall and an overlay-protected fence costs far more, because most of the work is the digging and reinstatement, not the pipe itself. When you do get a quote, the questions that move the price are how long the run is, whether it crosses paving or planting, and whether any visible heritage element is in the way. Knowing that up front helps you read a quote and understand why two similar-sounding jobs can be priced very differently.

  • Just bought an older Toorak home and want to know what's actually under the floor before living with it
  • Noticed pressure dropping at upstairs taps over the last 12 months
  • Recurring slow drains or partial sewer blockages (CCTV survey before settlement is even better)
  • Planning a kitchen or bathroom renovation in a pre-1989 property, address lead-soldered joints while walls are open

No. If it is working, leave it. Galvanised mains can last 80 to 100 years in the right soil, and Toorak's drainage-friendly clay loam is not the worst environment for them. The trigger for replacement is symptoms, low pressure, rust-coloured water, a visible leak, not age alone. The one exception: if you are planning a renovation that would dig up the line anyway, doing the replacement at the same time is sensible. The labour cost is largely the trench, and you are already digging.

Two ways. The quickest is a CCTV survey of the line, which gives you a visual record of the pipe material, joint type, root incursion and length. Slower but free: check City of Stonnington records for any documented sewer upgrade on the property. Clay sewers were standard until the early 1970s and PVC became standard from the mid-70s on, so if your home has had no documented sewer work since it was built, it is almost certainly still clay.

Lead leaches into water that sits in the pipework for hours. The dose from a tap that has been flushed for 20 to 30 seconds before use is generally low. The risk is meaningfully higher for water that has been static overnight, for cooking water, and for infant formula. If your home is pre-1989 and has copper pipework, a water test tells you definitively whether intervention is worth the cost.

Not retrospectively. A Compliance Certificate is issued at the time of the work by the licensed plumber who did it, so it cannot be issued after the fact for someone else's job. If you suspect work was done without a licence, your realistic options are to have a current licensed plumber inspect it, document what they find, and certify anything brought up to standard, or to note the gap and deal with it at sale time if a buyer's conveyancer raises it.

  • Water main type, age, and visible condition from meter to house
  • Hot water unit age, type, and remaining service life
  • Visible interior pipework material and joint type (looking for lead-solder indicators)
  • Sewer line type (old clay vs PVC) and any signs of partial blockage
  • Stormwater drainage and downpipe condition
  • Any visible brass fittings of concerning age (under-sink connections, isolation valves)
  • Bathroom and kitchen fixture connections for any obvious end-of-life signs
